Each year, the Archdiocese of Chicago grants two kinds of awards to lay men and women for their dedication to the church and its ministries. They are the Bishop Quarter and Christi Fidelis awards and were given by Cardinal George Nov. 6 at Holy Name Cathedral. This year’s recipients are:

Bishop Quarter Awards

The Bishop Quarter Award, named for Bishop William Quarter, the first bishop of Chicago, is given each year to one layperson or married couple in each vicariate who demonstrates consistent service to the ministries of the archdiocese’s vicariates. Episcopal vicars nominate recipients.

This following people received this year’s awards:

Vicariate I: Rosi Viquez, Church of the Holy Spirit, Schaumburg. Viquez, a pastormal minister, has been in charge of the Spanish-language liturgies and the religious education program at the parish, She has served on the Archdiocesan Women’s Committee and on an archdiocesan group fighting domestic violence.

Vicariate II: James Serritella, Queen of All Saints Basilica. Serritella, a partner and member of the management committee of the law firm Burke, Warren, MacKay and Serritella, has been a member of Queen of All Saints for 35 years and has provided legal counsel to the archbishops of Chicago for almost 40 years.

He successfully argued the landmark National Labor Relations Board v. the Catholic Bishop of Chicago before the U.S. Supreme Court and was also one of the architects of Cardinal Bernardin’s groundbreaking policies for the Committee of the DePaul University College of Law Center for Church/State Studies. He is the founder and chairman of the board of the Chicago Center for Peace Studies.

He has served on the boards of DePaul University College of Law, Mundelein College, North American College, St. Mary of the Lake Seminary and St. Xavier University. He is an internationally recognized expert in First Amendment law and is the editor-in-chief of the basic legal text on the relationship between religion and government, “Religious Organization in the United States: A Study of Identity, Liberty and the Law.”

Vicariate III: Jesus Deleon, St. Procopius. Since becoming president of the Providence of God youth group at age 15, Deleon has worked with youth groups at five other parishes in the Pilsen neighborhood, building a network among them under the name of EMAUS, which at one point had close to 25 youth ministers, 40 volunteers and 150 members. These experiences, plus his years as youth community organizer for The Resurrection Project, led him to his present role as Vicariate III coordinator of youth ministry.

He has created programs for developing youth ministry leaders and parish-based youth programs which have become the model for the entire archdiocese. His Spirit Day confirmation retreat program is being successfully implemented in every deanery of the vicariate.

In an area where parishes have few resources for professional youth programs, Deleon has helped a number of parishes and pastors build successful youth ministry teams. He is working in incremental steps to make sure that every parish in his vicariate and beyond has a successful and sustainable youth ministry. He has also developed the written support materials needed to make these programs work.

Vicariate IV: Kimberly McMillan, St. Celestine, Elmwood Park. McMillan began as a youth ministry volunteer in 1991 and joined the staff four years later. In addition to her many years of parish experience, she has a certificate from the Center for Ministry Development in youth ministry studies, and was the first parish youth minister certified in the archdiocese.

McMillan is a charter member and past chair of the Association for the Advancement of Catholic Youth Ministry and was recently elected to the leadership team of the National Association of Catholic Youth Ministry Leaders.

Vicariate V: Therese Navarro, St. Mary, Star of the Sea. In addition to her ministry at the parish, Navarro has played an integral role with the Multicultural Ministry Commission to heighten awareness of issues raised in multicultural parish environments. She brings positive suggestions to address issues and works toward the implementation of those ideas.

Navarro has worked with the diaconate community to assist candidates in understanding the roles of pastoral associate and director of religious education. She looks for ways to enhance her skills and share her knowledge with family and her colleagues in the parish, vicariate and archdiocese.

Vicariate VI: Dr. Michael Koller, St. Victor, Calumet City. In addition to being parish musician and choir director, Koller is a physician at Loyola University Hospital and teaches medicine at Loyola University’s Stritch School of Medicine.

He sees his medical practice as a ministry with particular attention to priests of the archdiocese. Working with the Health Committee of the Vicars for Priests Office some years ago, Koller arranged a program for priests to get annual physical exams and medical counsel to stay healthy under the stress of parish ministries and other duties. This program benefits not only priests, but from a financial standpoint, the archdiocese.
